Strengthened IPR Protection to Spur Innovation
Intellectual property rights(IPR) protection is becoming increasingly important as intangible assets play a key role in the socio-economic development during China’ s rapid transition from an industrial to informationoriented society.
According to a recent survey released by the National Intellectual Property Administration, China scored 76.88 in the public’s satisfaction of the country’s IPR protection efforts in 2018.
The revised trademark law adopted at the 10th meeting of the Standing Committee of the 13th National People’s Congress increased the cap on the amount of compensation for malicious infringement on the exclusive right to trademarks from RMB 3 million to RMB 5 million. Such an amount of punitive measures is relatively high in the world, and reflects China’s firm determination to strengthen IPR protection.
IPR protection involves multiple subjects, various categories and various methods. In light of this, we should devote concerted efforts for stricter protection so as to increase the cost of offences, improve the efficiency of ruling, and safeguard justice in IPR litigation.
China Announces Guidelines for Integrated UrbanRural Development
China has released a threestep plan to integrated urbanrural development, according to the National Development and Reform Commission.
The three steps work in a progressive way. First, by 2022, a preliminary mechanism serving this purpose will have come into being. Then by 2035, the mechanism will have been largely improved. Finally, by the middle of this century, it is expected to have become mature and wellfunctioned. Because the whole process is long and arduous, an overall plan and clear goals are much needed.
In short, China will, following the guiding principles of the 19th National Congress of the Communist Party of China(CPC), and the second and third plenary sessions of the 19th CPC Central Committee, coordinate a rural revitalization strategy and new type of urbanization strategy featuring common prosperity. It will narrow the gap of living standard between urban and rural residents, improve the property right system, and discard barriers that restrict the free flow of resources between urban and rural areas.
The reform is to ensure that the development is farmercentered and is shared by them.
First Quarter Sees 16,500 New Businesses Register Each Day During the first quarter of this year, 16,500 new businesses were registered each day on average in China, up 12.3 percent year on year.
On the basis of China’s improved business environment and the rising international rankings, China has taken steps this year to further improve its business climate through implementing a series of measures. Among them, the large-scale tax cuts and fee reduction policies make it easier for enterprises to carry out business operations.
Since January 1 this year, China has implemented the preferential tax reduction and exemption policy for small and micro businesses. The corporate tax cut alone benefited 17.98 million businesses, 98 percent of which were privately owned.
Since April 1, the tax rate for manufacturing, transportation and construction enterprises has been reduced. Since May 1, social insurance premiums have been lowered to ease the burden on enterprises. More positive policies are also on the horizon this year. Beginning on July 1, the real estate registration fee and patent application fee will be reduced.
Drug Prices Lowered by 52 Percent on Average after Reform
Recent reforms have effectively lowered drug prices in China, according to the National Health Commission.
In 2018, the State Council, China’s cabinet, decided to impose zero tariffs on imported anti-cancer drugs, and include 17 new anti-cancer drugs in the medical insurance system. In addition, the evaluation of consistency of the quality and efficacy of generic drugs is also underway. So far, 239 varieties have been approved.
During the reform of public hospitals, drug price markups were abolished, the examination and approval procedures for drugs were simplified, and a series of other measures were implemented. As a result, the production and circulation of drugs has been greatly improved.
Meanwhile, China has accelerated the examination and approval procedures for imported drugs. Under the reform measures, the procedures for new drugs to treat rare and fatal diseases as well as those most needed in clinics have largely been simplified.
Earlier this year, 11 cities including Beijing and Shanghai began centralized procurement of drugs. The pilot work is expected to further lower drug prices.
