城市轨道交通必须满足城市居民的出行需求,在满足规划设计运能下尽量获取经济效益。在经济效益方面,世界上许多地方的城市轨道交通其建设由政府出资,运营亏损由政府补贴。但是也有部分城市,如大阪、新加坡、莫斯科、汉城、圣地亚哥和马尼拉、香港等城市,不同程度地取得赢利和回收投资。因此,我国城市轨道交通应该从加强运营管理,讲究运营机制与策略,提高管理水平,以改善财务状况,减少经营亏损,甚至争取有余。
Urban rail transit must meet the travel needs of urban residents, as much as possible to obtain economic benefits under the planning and design capabilities. In terms of economic benefits, the construction of urban rail transit in many parts of the world is financed by the government and the operating loss is subsidized by the government. However, some cities such as Osaka, Singapore, Moscow, Seoul, Santiago and Manila, Hong Kong and other cities made profits and recovered investments to varying degrees. Therefore, China’s urban rail transit should strengthen operations and management, pay attention to operational mechanisms and strategies, improve the management level, to improve the financial position, reduce operating losses, and even get more than enough.
