在水利水电工程建设中,一般机械化施工程度都较高。因此,施工设备购制费大体占工程造价的10%～20%,基至更高,故对设备小时费用的计算方法和费用构成,建设各方都甚为关切。据了解,近期我国水利水电施工企业走出国门,参与竞争,承包国外工程总金额达上亿美元;引进外资建设水电水利项目也有几十亿美元;同时,我国水电水利工程造价改革方向也正与国际通用方法接轨。陈汉文同志介绍的国外施工设备小时费用计算一文,收集了不少资料,并进行了分析研究,列举了示例,可供概(估)算时研究参考。
