辽宁省有限的水资源量，在现状开发利用中存在着工农业用水矛盾突出、水质污染严重、水土流失严重，因此必须加强水资源的开发、利用与保护。
Due to the limited water resources in Liaoning Province, there is a contradiction between industrial and agricultural water use in the development and utilization of the status quo. Water pollution is serious and water and soil loss are serious. Therefore, the development, utilization and protection of water resources must be strengthened.
