人才的竞争是企业竞争的核心,人力资源开发是企业发展的关键。在新的形势下,变传统的人事管理为人力资源开发,对于县级供电企业实现可持续发展显得尤为迫切。县级供电企业人力资源开发严重滞后随着电力体制改革的不断深入,绝大多数县级电力公司开发改制为由云南电网公司控股的县级供电有限责任公司。股改后,县级供电公司面临着人多供电量小、劳动生产率低、安全生产形势严峻和人力资源开发不合理等问题,特别是人力资源开发严重滞后,已不同程度影响了企业的改革发展。
