从60年代我国第一条电气化铁路在我局宝凤段开通至今,电气化铁路有了突飞猛进的发展,截至到1993年底,我局铁路电化运营里程已达2950公里,占全局营业里程的49.2%。局内几条大干线(定成、襄渝、阳安、太焦、陇海、京广)先后电化,有力的缓解了我局运能和运量的矛盾。随着电气化铁路的发展,我局的牵引供电设备逐年激增,供电设备的运行、检修、试验、化验队伍不断壮大,到1993年底,我局已开通牵引变电所58座,开闭所16座,分区亭29座,运行、检修、试验、化验人员已达1570人。但是,30余年来,变电设备的检修体制一直沿用我国电化初期采用的周期检修制,这期间我局变电专业的广大职工虽从实践中摸索总结出不少切合实际的检修经验,但由于受管理体制的束缚,始终没有得
