SMART原则是衡量基于绩效结果观的指标的,当把绩效界定为行为或素质时,SMART原则将不再适用,必须寻求新的指标设计原则。本文认为指标设计原则来源于某种“关系”。据此,本文利用指标与评估目的、评估主体、评估客体和评估工具等四个绩效评估的主要组成部分之间的关系来确立基于绩效“行为——素质”观的指标设计原则,使得这些原则既有明确的理论依据,又可以整合成为一个系统。
The SMART principle is a measure of performance-based indicators of performance, SMART principles will no longer apply when performance is defined as behavior or quality, and new principles must be sought. This paper argues that the design principles of indicators come from some kind of “relationship”. Therefore, this paper establishes the index design principle based on the performance “behavior - quality ” concept by making use of the relationship between the index and the purpose of the evaluation, the main body of the evaluation, the evaluation object and the main components of the four performance evaluation tools, These principles have a clear theoretical basis, but also can be integrated into a system.
