随着科学技术的进步,堤防工程的功能除防御洪水外,在洪水风险管理方面将逐渐发挥较大的作用。因此,堤防信息管理系统是今后堤防管理重要的设施,是水利信息网络的基本建设,是江河防洪减灾指挥和应急管理决策支持系统的组成之一。我们选择长江上游险工段岷江金马河段堤防为样本,引入MapInfo地理信息系统平台,结合河道堤防信息的特点及水利部门应用和管理的要求,利用面向对象的设计思路,开发研制岷江金马河堤防管理信息系统,以期为我国堤防管理专业软件集成化积累经验。该系统的设计思路体现了多目标的特点,可以为堤防工程管理、防洪防汛指挥决策、风险管理等不同的用户提供服务。
With the progress of science and technology, the function of embankment project will play a greater role in flood risk management except for flood prevention. Therefore, the embankment information management system is an important facility for future embankment management, a basic construction of water conservancy information network, and a component of decision support system for command and emergency management of river flood control and disaster reduction. We chose the embankment of Minjiang River and Jinma Reach of the Yangtze River as a sample and introduced MapInfo geographic information system platform. Based on the characteristics of river embankment information and the application and management requirements of water conservancy department, we use object-oriented design ideas to develop Minjiang River Jinma River embankment management Information system, with a view to China’s embankment management software integration professional experience. The design concept of the system embodies the characteristics of multi-objective, which can provide services to different users such as embankment project management, flood control decision-making and risk management.
