由于消费结构由吃穿用向住行及新一代消费品升级,外贸顺差和银行存贷差的持续扩大加剧流动性过剩,巨大的投资需求支撑,形成了以住宅业、汽车业为龙头,以重化工业为主导产业的增长结构。本轮增长结构对人力资源需求具有独特的吸纳效应和排斥效应:从三次产业的就业增长率看,第二产业最高,第三产业较高,第一产业负增长;从具体行业就业增长率看,房地产业、建筑业、金融业、技术服务业最高,制造业较高,而科研、教育偏低。为保持经济可持续增长,应当优化人力资源结构与经济增长结构联动战略机制,其关键是优化产业与人力资源联动发展的规划机制、政策机制、决策机制、产学研合作机制和要素市场配置机制。
