目的:了解安阳市社区卫生服务人力资源的现状,为合理配置卫生人员提供科学依据,以满足社区居民日益增长的基本医疗需求,并为社区卫生服务的可持续发展提供决策依据。方法:使用《河南省城市社区卫生服务机构调查表》对安阳市社区卫生服务中心及站的人力资源情况进行调查分析。结果:安阳市各社区卫生服务机构具有一定数量、一定学历层次和职称水平的卫生技术人员,但人员配置情况存在差异。高学历、高职称人员配置比例偏低,全科医师、护士人数偏少,学历以大专和中专及以下为主;技术职称以初级及以下为主。结论:安阳市社区卫生服务人力资源稳步发展,但社区卫生服务机构人员结构尚需调整,人员素质有待提高,中心和站之间的人员素质差异有待改善。建议适度加大安阳市社区卫生人力投入,通过区域性卫生人力规划,合理配置卫生人力资源。
Objective: To understand the present situation of human resource of community health service in Anyang, to provide scientific basis for rational allocation of health personnel, to meet the growing basic medical needs of community residents and to provide decision-making basis for the sustainable development of community health services. Methods: To investigate and analyze the human resources of Anyang City Community Health Service Center and Station by using “Questionnaire of Urban Community Health Service Institution in Henan Province”. Results: Any community health service agencies in Anyang City has a certain number of health technicians with academic degrees and professional titles, but there are differences in personnel allocation. Highly educated, high proportion of professional staffing ratio is low, general practitioners, nurses less than normal number, education to college and secondary and below mainly; technical titles to primary and below. Conclusion: The human resource of community health service in Anyang City has been developing steadily. However, the structure of community health service personnel needs to be adjusted, the quality of personnel needs to be improved, and the differences of personnel quality between center and station need to be improved. It is suggested to increase the community health manpower input in Anyang City moderately and rationally allocate the human resources for health through the regional health workforce planning.
