In Sweden, health care is clearly considered the task of the public sector. Like social welfare services, it is mainly provided by local governments. Emphasis is placed on the nationwide and individual-focused health services and the outpatient and inpatient medical care. The 23 county councils and three municipalities not covered by the county council—Göteborg, Malmö, and Götland. The population of these areas is between 60,000 and 1.5 million (average 300,000).
