目前,在一些地方,存在一种“新官”不理“旧账”的现象。究其原因,除了其工作方法简单,心态浮躁外,主要还是不正确的政绩观所致。一些新上任的领导干部认为,按照前任的工作思路干,干出成绩,记在前任政绩簿上,与自己没份,只有另起锅灶才能显示自己的水平。出思路,做决策,是领导工作的职责。新官上任,有热情,想干出一番事业来,这是值得提倡的。但是,经济发展、精神文明的建设,是一个循序渐进的过程;经济和社会的可持续发展,不是一届或一任领导班子所能解决的。其中凝聚着前任领导班子和广大干部、群众的智慧和心血,应该一如既往地干下去;即使是前任工作思路有差错和失误,也是在前进中在所难免的,也应该在实践中不断调整、纠正、完善。不能轻易地简单予以全盘否定。现任领导班子的工作基础是前任领导班子打下的。新任领导班子应先从调查研究、了解本地区的历史
