改革开放以来,我国经历了1982年、1988年、1992年、1998年和2003年五次行政机构改革,大部门制的改革正在进行中。大部门制是在新的历史条件下一次全新的改革,与前五次改革相比,改革的背景、改革的核心导向、改革的理论准备程度都不同。推行大部门制改革要明确:大部门制改革是一个渐进的过程,改革的核心是转变政府职能,推行大部门制要着力强化部门首长的协调与控制能力,推进与大部门制相适应的综合配套改革,加强对大部门制改革的理论研究,决策、执行、监督的分离与协调问题和推行大部门制的法律保障问题等。
