In the process of urbanization, peasant workers are the main force in urban construction and have dual identities. They are both urban guests and future urban owners. In the absence of some basic rights protection, the leisure needs of migrant workers are neglected. Based on the lessons learned from the British industrial revolution, the lack of leisure for migrant workers and their response have a bearing on social turmoil and prosperity. From the perspectives of public administration, human care and ethical concerns, make it better involved and integrated into urban life and work. Leisure activities are the link between urban residents and advocate that migrant workers actively participate in various leisure activities to narrow the cultural and psychological distance between urban and rural areas and share the fruits of the development of modern cities.
