[目的]调查分析深圳市区级疾控机构突发公共卫生事件的应急队伍人力素质现状及存在问题,为制定科学规范的应急管理机制提供客观依据。[方法]对深圳市10家区级疾控机构的应急队员进行调查,并按原特区内和原特区外的人力资源分布进行分析。[结果]10家区级疾控机构中,原特区内机构4家,原特区外机构6家,共调查应急队伍人员325人。原特区内每万人配有0.96名预防医师,原特区外每万人配有0.73名预防医师,原特区内机构应急人员在人员编制、职称、学历、专业构成以及人均从事应急工作时间上,均优于原特区外机构,差异有统计学意义(P<0.05)。原特区内机构人力素质综合评分平均10.56分,标化值为0.65,高于原特区外机构评分(平均9.36分,标化值为0.58)。[结论]深圳市区级疾控机构突发公共卫生事件应急队伍总体建设尚可,但能力建设尚需加强;应加大对原特区外机构的支持力度。
[Objective] To investigate and analyze the status quo and existing problems of the human resource quality of emergency teams in public health emergencies in CDCs in Shenzhen, and provide an objective basis for formulating a scientific and standardized emergency management mechanism. [Methods] The emergency team members of 10 CDCs in Shenzhen were investigated and analyzed according to the distribution of human resources within the original SAR and the original SAR. [Results] Among the 10 district-level disease control agencies, there were 4 agencies in the former SAR and 6 agencies outside the former SAR, and a total of 325 contingent personnel were investigated. There are 0.96 preventive physicians for every 10,000 people in the original SAR, and 0.73 preventive medicine practitioners for every 10,000 people outside the original special zone. The emergency personnel in the original SAR workforce have the following requirements: staffing, professional titles, academic qualifications, professional composition and time for emergency work per capita, Both were better than the original SAR agencies, the difference was statistically significant (P <0.05). The comprehensive human resource quality score of the institutions in the original SAR is 10.56 on average, with a standardized value of 0.65, which is higher than the scores of the institutions outside the original SAR (average 9.36 points, with a standardized value of 0.58). [Conclusion] The overall construction of emergency response team for public health emergencies in CDC in Shenzhen is acceptable, but capacity building needs to be strengthened. Support to institutions outside the original SAR should be strengthened.
