自1990年代以来,大陆相继建立了约50个各类国家级两岸产业合作园区,推动了两岸产业交流与合作。然而,这些产业合作园区大体呈现出一个共性,即园区基本成为了台商在大陆生产经营的“飞地”(enclave),未能真正实现两岸产业“你中有我,我中有你”的相互分工整合格局。与此相应的是,已有的两岸产业合作园区没有共同管理的机制,大多是大陆单方面成立、经营和管理,这种管理体制强化了园区“飞地化”和招商引资的片面功能。进一步深化两岸产业合作既是深化两岸关系的要求,也是两岸共同因应国际经济
Since the 1990’s, about 50 various state-level industrial cooperation parks across the Taiwan Strait have been established in mainland China, promoting cross-Strait industrial exchanges and cooperation. However, these industrial cooperation parks generally show a commonality, that is, the park has basically become the “enclave” of Taiwanese businessmen’s production and operation in the Mainland and has failed to really realize the industries across the Taiwan Strait. “You have me and I have You ”mutual division of labor integration pattern. Correspondingly, the existing mechanisms for co-management of cross-Strait industrial cooperation parks are mostly unilateral establishment, operation and management of the mainland. Such a management system has strengthened the one-sided function of “enclave” and investment attraction in the park . Further deepening cross-Strait industrial cooperation is not only a requirement for deepening cross-Strait relations, but also a common response of both sides of the Strait to the international economy
