治超工作自2004年6月起,至2005年底已历时一年半,双超运输得到了有效控制,车辆超限超载比例由治超前的80%下降到目前的不足10%:交通事故也较上一年同期有了大幅度下降:运输市场恶性竞争减少,运价合理回归。通过实施计重收费这一手段治理“超限超载”运输的省份已达7省:截至2005年10月份江苏省全省的2,235公里高速公路和44个开放式收费站实施计重收费:2003年8月1日河南省高速公路开始实施计重收费;2003年12月20日四川省隆纳高速公路开始对货车计重分类收费,拉开了四川省实施计重收费的序幕:2005年1月1日安徽省高速公路开始实施计重收费;2005年3月青海省高速公路开始实施计重收费;截至2005年5月山东省总计2,656.119公里高速公路实施计重收费;2005年12月1日起,宁夏省部分干线公路及部分高速公路开始实施计重收费。2005年交通部在总结各地试点经验的基础上,根据国家有关法律法规规定,制定了《关于收费公路试行计重收费的指导意见》,并于2005年10月印发至各省、自治区、直辖市交通厅(局)。截止至发稿日期,本刊记者获悉正在积极筹备实施“计重收费”的省份(直辖市)有:天津、江西、山西、贵州、广西、浙江、湖北、广东等。为了及时,有效地发挥“信息窗口”的作用,本刊编辑部特组织“公路计重设备”专题,为业内高速公路营运管理人员,高速公路工程总承包企业提供某些计重设备的技术特点和专业设备厂商的施工建议,供大家参考。由于时间,篇幅限制,本专题刊登的“计重设备”仅为目前国内“计重设备”厂商之中工程应用较为广泛的四家企业,不足之处请见谅。
