一九七九~八○年期间,我国曾就农业发展问题展开了一场大讨论。当时,《科技导报》第二期发表了一位诺贝尔经济学奖金获得者~美国经济学家西奥多·舒尔茨的访问记。舒尔茨的一些观点,立即引起我们很大的兴趣。在我写的一篇题为《中国农业在前进中》的文章中,引述了舒尔茨的论点。例如:发展农业主要依靠农民的积极性,依靠农民自己采用新技术;发展农业主要应来自农业内部的积累;发展农业的基本条件是在人的素质——教育、健康、经验和从研究而来的新知识和新技术,没有一个国家在农业上
Between 1979 and 1980, China held a major discussion on agricultural development. At that time, the second issue of Science and Technology Herald published an interview with Theodore Schultz, a U.S. economist who won the Nobel Prize in economics. Some of Schultz's views immediately aroused our great interest. In an article I wrote entitled “China's Agriculture is Moving Forward,” quoted Schultz's argument.
