绿色贸易壁垒,也称环境壁垒、绿色壁垒,是指在国际贸易中,一国以保护环境、维护人类健康为由,通过立法和制订强制性的技术法规,对国外商品进行准入限制的一系列贸易措施。世界上许多国家特别是发达国家,为了更好地确保本国利益,制定了严格的产品检验、检疫制度,颁布了一系列的相关法规文件。由于各国环境和技术指标水平及检验方法不同,以及对检验指标设计的任意性,从而使环境和技术指标有可能成为壁垒。
