2001年11月美、俄高峰会议期间,美国总统布什宣布将在10年内把美国部署的战略核弹头减少到1700-2200枚之间。俄罗斯总统普京对此给予积极响应,表示准备把俄罗斯部署的战略核弹头数量削减三分之二。美、俄首脑的新近承诺无疑是核裁军进程上的大事。世人在看到大幅度削减核武器的曙光的同时,也不禁产生疑问:在一系列根本矛盾尚未得到彻底解决之前,仅仅依靠单边承诺果真能够实现实质性的核裁军吗?
During the U.S.-Russia summit in November 2001, U.S. President Bush announced that it would reduce the U.S. deployment of strategic nuclear warheads to 1,700-2,200 pieces in 10 years. Russian President Vladimir Putin responded positively by saying that he is prepared to cut the number of strategic nuclear warheads deployed by Russia by two thirds. The recent commitment of the U.S. and Russian leaders is undoubtedly a major event in the process of nuclear disarmament. While seeing the substantial reduction of the dawn of nuclear weapons, people in the world can not help but wonder whether it is really possible to achieve substantive nuclear disarmament only by unilaterally promulgating a series of fundamental conflicts that have not yet been completely resolved.
