本文对我国房地产业发展的总体态势、价格上涨因素及与国民经济的关系等各种观点进行了述评,指出了我国房地产业宏观调控过程中货币政策与土地财政政策运行中的两大困境,分析了土地财政政策怪圈,论述了过渡的房产税、规范的物业税将要实施的国内外背景,提出了制定中、东、西和城乡差异化的宏观调控政策和成立土地银行的构想,实现我国房地产业的快速、均衡、良性发展。
