社会资本发挥投资经营优势、医疗资源的合理配置以及群众医疗服务的保障都是有益的,但在实际操作过程中却可能会遇到一些问题。有专家指出,如果吸纳营利性的社会资本进入公立医院,除非坚持该医院的非营利性质不变(这意味着社会资本将无从获利),否则在理论上就与公立医疗机构不应营利的原则产生矛盾,因此社会资本接盘必须一步到位,股权由0—跃为100%,导致中间过程缺乏任何渐进式的衔接(如股份合作制等衔接形式),在目前公立医院转制尚处于“摸着石头过河”阶段的情况下,像这种“一步到位”的现实可能性并不很大,这样一来公立医院的转制在操作层面上就会遇到很多困惑。不少业内人士也经常抱怨,眼下在很多涉及到实际操作的问题上,国家同样缺乏具体规定,如土地、人员、资产评估等,而这种可操作性政策的缺失使得人们更加无所适从。
