质疑和投诉是《政府采购法》赋予投标人的权利,作为政府采购监管部门的工作者,理应对此有所敬畏。公开、公平、公正处理投诉,需以理性的态度去认识,用良好的工作方法去应对,同时做好知识储备工作。近年来,江苏省盐城市在正确处理投诉、促进政府采购事业健康发展方面做了积极探索。正确对待投诉在有着激烈竞争的政府采购招投标领域,出现投诉质疑是正常的,没有投诉才是反常的。反常的背后,很有可能是潜规则盛行以及投标人对政府公信
Doubts and complaints are the rights granted to bidders under the Government Procurement Law. As workers in the government procurement regulatory department, they should have some respect. To handle complaints openly, fairly and justly, we must understand it in a rational manner, deal with it with good working methods and at the same time do a good job of stockpiling knowledge. In recent years, Yancheng City, Jiangsu Province, has made active explorations in properly handling complaints and promoting the healthy development of government procurement. Correct handling of complaints In the fierce competition in the field of public procurement bidding, complaints appear to be normal complaints, without complaints is anomalous.
