大多数建设单位认为,工程招投标阶段是确定业主将为该项目支出多少金额的阶段,工程施工阶段与竣工结算阶段是业主实际支出金额与实际支出金额最终确定的阶段,把以上几个阶段控制好就完成了建设工程造价控制工作。然而据有关资料统计,在项目建设各阶段中,投资决策与设计阶段影响工程造价的程度最高,可达80~90%,其他阶段对工程造价的影响程度大约只占10~20%。因为实际工作中只注重对影响工程造价10~20%的部分进行控制,所以往往达不到造价控制的真正目的。
