为了适应我国加入世贸组织的新形势,方便境内居民个人购汇,为银行创造公平的竞争环境,日前,国家外汇管理局发布《境内居民个人购汇管理实施细则》(以下简称《细则》),自今年8月1日起正式在全国推广“境内居民个人购汇管理信息系统”(以下简称“个人购汇系统”),规范居民个人购汇行为。《细则》共分4章38条,结合“个人购汇系统”的特点,规范了银行经营居民个人售汇业务的准入与退出、居民个人购汇业务管理等内容。 In order to adapt to the new situation of China’s accession to the WTO and to facilitate individual domestic purchase of foreign exchange and create a level playing field for banks, the SAFE recently issued the Detailed Rules for the Implementation of the Regulations Governing the Purchase of Foreign Exchange by Individuals within China (the “Rules”), Since August 1 of this year, the government has formally promoted the “Purchase of Foreign Exchange of Domestic Resident Information Management Information System” (hereinafter referred to as “Personal Purchase of Foreign Exchange System”) nationwide to regulate the purchase of foreign exchange by residents. The “Rules” is divided into 4 chapters and 38 articles, combining with the characteristics of “personal foreign exchange purchase system”, regulating the access and exit of individual foreign exchange sales business of residents in banks and the management of resident’s individual foreign exchange purchase business.
