为解决城市供水工程建设项目在城市供水规划中的建设排序决策问题,针对城市供水工程建设项目排序决策多目标、多指标的多层次结构特点,提出了基于前景理论的城市供水工程建设项目排序多层次灰靶决策模型。即先对不同决策目标下的评价指标效果样本值进行规范化处理,并将决策目标下的各评价指标集结为目标综合效果评价值,简化复杂的多层次决策问题,然后借鉴TOPSIS方法以正、负理想解作为决策的参考点,将灰靶理论融入前景理论构建正、负价值矩阵,进而以各建设项目综合前景值最大化构建权重函数优化模型,求解模型确定最优目标权重向量,据此得出各建设项目的综合前景值及排序。案例分析表明,该方法科学有效。
