教育部于1956年、1963年、1978年分别制订了三套中小学各科教学大纲。1980年,又对1978年制订的全日制中学语文教学大纲(试用草案)进行了修改,结束了因文革动乱带来的语文教学混乱现象。此后,国家教委于1988年底颁布了第四个中学语文教学大纲。这个大纲的指导思想是:“减轻负担,适当降低难度。”但大纲贯彻后,事实证明:要求仍然偏高,负担仍然过重。这次国家教委新出台的《九年义务教育全日制初级中学语文教学大纲(试用)》(以下简称《新大纲》)的指导思想是:在原来过多的内容上再减去一些,在原来降低的高度上再降低一些。其目的是:指导学生正确理解和运用语言文字的能力,提高学生读写听说的能力,开拓学生的视野,发展学生的智力,培养健康的情操和良好的品德。
In 1956, 1963, and 1978, the Ministry of Education formulated three sets of teaching syllabi for primary and secondary schools. In 1980, the syllabus (trial draft) for full-time middle school established in 1978 was revised to end the chaos in language teaching caused by the turmoil in the Cultural Revolution. Since then, the State Education Commission promulgated the fourth middle school language teaching program at the end of 1988. The guiding ideology of this syllabus is: “Reducing the burden and appropriately lowering the difficulty.” However, after the outline is implemented, the facts prove that the requirements are still high and the burden is still too heavy. The National Education Commission’s newly issued “Nine-year Compulsory Education Whole-day Junior High School Chinese Syllabus (Trial)” (hereinafter referred to as the “New Outline”) has the guiding ideology of: subtracting some of the original excess content from the original one. Reduce the height again. Its purpose is: to guide students to correctly understand and use language skills, improve students’ ability to read, write and listen, develop students’ vision, develop students’ intelligence, and cultivate healthy sentiments and good moral character.
