当今群众文化活动兴旺蓬勃地发展,对群众文化行业的管理模式也提出了全新的挑战,传统管理模式的局限性日益明显,越来越多的群众文化单位(团体)开始探索基于构建素质模型的绩效管理体系来激励员工。新型经济时代下人力资源管理职能已经从传统的人事管理转变为战略人才资源管理职能。
The current mass cultural activities have thrived vigorously and raised new challenges to the management mode of the mass culture industry. The limitations of the traditional management mode have become increasingly evident. More and more mass cultural units (groups) are beginning to explore ways of building quality models based on Performance management system to motivate employees. The function of human resource management in the new economic era has changed from the traditional personnel management to the function of strategic human resource management.
