随着中国社会的转型,公共服务领域的供需矛盾日益突出,社会组织的出现在一定程度上弥补了政府失灵和市场失灵的问题。为了更进一步理顺政府与社会组织之间的关系,充分认识和发挥社会组织在社会管理中的积极作用,本文从发展规模和速度、结构分布、发展效益三方面描述了我国社会组织尚处在初级阶段的现状,并从社会组织自身和外部环境两方面剖析了其面临着资金、人员和政府支持力度不足等问题,在此基础提出了适应两者关系发展新特点的三点建议:转变社会管理理念,通过政府职能转变引导社会组织参与社会管理;加大扶持力度,创新模式培育扶持各类社会组织;加强监管,政府应积极参与社会组织的能力建设。 With the transformation of Chinese society, the contradiction between supply and demand in the field of public services has become increasingly prominent. The emergence of social organizations has, to a certain extent, made up for the problems of government failure and market failure.
