随着中国社会的转型,公共服务领域的供需矛盾日益突出,社会组织的出现在一定程度上弥补了政府失灵和市场失灵的问题。为了更进一步理顺政府与社会组织之间的关系,充分认识和发挥社会组织在社会管理中的积极作用,本文从发展规模和速度、结构分布、发展效益三方面描述了我国社会组织尚处在初级阶段的现状,并从社会组织自身和外部环境两方面剖析了其面临着资金、人员和政府支持力度不足等问题,在此基础提出了适应两者关系发展新特点的三点建议:转变社会管理理念,通过政府职能转变引导社会组织参与社会管理;加大扶持力度,创新模式培育扶持各类社会组织;加强监管,政府应积极参与社会组织的能力建设。
With the transformation of Chinese society, the contradiction between supply and demand in the field of public services has become increasingly prominent. The emergence of social organizations has, to a certain extent, made up for the problems of government failure and market failure. In order to further straighten out the relationship between the government and social organizations and to fully understand and give play to the positive role of social organizations in social management, this paper describes that the social organizations in our country are still in the midst of developing scale and speed, structural distribution and development benefits In the first stage, the author analyzes the current situation of the social organization itself and the external environment, and analyzes the problems such as lack of funds, personnel and government support. On this basis, three suggestions are put forward to adapt to the new characteristics of the relationship between the two: changing society Management philosophy, through the transformation of government functions to guide social organizations to participate in social management; increase efforts to support and innovate models nurture and support various social organizations; strengthen supervision, the government should actively participate in the capacity-building of social organizations.
