近年来,随着我国国有企业改革向纵深推进,一些制约和影响深化改革的矛盾和问题越来越突出。特别是2009年以来,吉林通钢、河南林钢等大型国有企业在改制中出现群体性不稳定事件,山西省在推进煤炭企业重组的过程中,私人资本从煤炭行业大量撤出,也引发了社会各界对“国进民退”等国有企业改制问题的激烈争论。这些充分表明国有企业改革问题已经引起社会各界的广泛关注,成为当前我国经济社会发展中的热点问题。深入研究这些问题,对于平稳推进国有企业深化改革具有重要意义。
In recent years, with the deepening of the reform of state-owned enterprises in our country, some contradictions and problems that restrict and deepen the reform have become increasingly prominent. Especially since 2009, large-sized state-owned enterprises such as Jilin Tonglu Steel and Henan Lin Steel Group have faced group instability during the restructuring. In the process of promoting the reorganization of coal enterprises, private capital has been withdrawn from the coal industry in a large amount in Shanxi Province. All sectors of society have heated arguments over the restructuring of state-owned enterprises such as “Going Back to the People and Entering the People”. These fully show that the issue of the reform of state-owned enterprises has drawn widespread public concern and has become a hot issue in our country’s economic and social development. Studying these issues in depth is of great significance to the smooth promotion of deepening the reform of state-owned enterprises.
