【欧洲核学会《核新闻网》1994年12月12日报道】1994年12月,捷克共和国的杜库凡尼核电站与西屋能源系统欧洲公司签署了一项有关提供新的应急操作程序的协定。这些程序目前正在按国际原子能机构运行安全检查组(OSART)的建议进行修改。 新旧操作程序之间的主要区别是面向什么的问题。据俄罗斯人对前苏联设计的核电站作出的解释,旧的操作程序是面向事件的,即只有当事件被弄清楚时,它们才向核电站控制室操作员发出指令。
[Nuclear Institute of Nuclear Information Network, December 12, 1994] In December 1994, the Dukofuni Nuclear Power Plant in the Czech Republic and West European Energy Systems Europe signed an agreement on the provision of a new emergency operation procedure. These procedures are currently being revised as recommended by the International Atomic Energy Agency Operational Safety Inspection Team (OSART). The main difference between old and new operating procedures is what the problem is facing. According to Russians’ interpretation of the Soviet-designed nuclear power plant, the old operating procedures were event-oriented, that is, they issued orders to the nuclear power plant control room operators only when the events were clarified.
