失业保险是指国家通过立法强制实行的,由社会集中建立基金,对因失业而暂时中断生活来源的劳动者提供物质帮助的制度。随着我国失业保险制度的不断深化,其覆盖范围和参保人数不断扩大,享受失业保险待遇的人数也越来越多。管理好失业保险金申领发放,对健全和完善失业保险制度具有至关重要的意义。而其中,失业保险金申领发放的监管工作非常重要。加强监管是确保失业保险金准确、安全发放的有效措施。防止不符合享受失业保险待遇的人,骗取失业保险金,提高管理水平,避免或降低各种风险。建立完善的失业保险金申领发放的监管制度,有利于查错、防弊、堵塞漏洞,确保失业保险金安全、完整,有利于规范经办机构工作人员的工作行为,从而有效地保证失业保险制度的法律和规章得到贯彻执行。
