退休制度和养老保险制度都是为了保障劳动者晚年生活而制定的,然而养老保险危机在多个国家出现并产生重大破坏,引起全球范围内的养老保险制度改革。退休年龄的改变往往是改革的重要内容。文章分别对现收现付制和完全积累制的养老保险基金进行了因素分析,肯定了提高退休年龄通过降低赡养率和被动率,分别可以改善现收现付制和完全积累制养老保险基金的收支状况,缓解养老保险危机。但是否实行提高退休年龄的政策,还要对社会、经济因素进行全面考虑。
Both the retirement system and the pension insurance system are designed to guarantee the workers’ later life. However, the pension insurance crisis has occurred in many countries and caused great damage, which has led to the reform of the pension insurance system globally. Changes in retirement age are often important elements of reform. The article respectively analyzes the current pay-as-you-go system and the fully accumulated pension insurance fund and affirms that raising the retirement age can reduce the dependency ratio and the passive rate, respectively, to improve the pay-as-you-go system and fully accumulate the pension insurance fund Revenue and expenditure situation, to alleviate the crisis of pension insurance. However, whether or not to implement the policy of raising the retirement age should also give full consideration to social and economic factors.
