山洪灾害是当前我国自然灾害中造成人员伤亡和经济损失的主要灾种之一.山区强降雨历时短、成灾快,防御难度很大.山洪灾害防御涉及民生、关乎千家万户生命财产安全,为构建和谐社会、促进社会经济与环境协调发展提供安全保障,其重要性不言而喻.与山洪赛跑,降低山洪灾害的威胁,减少灾害带来的原生与次生损失,让更多的生命得以护佑,是山洪灾害防御工作“以人为本,科学防御”的使命召唤.
