1998年6、7月间,笔者对一些国有企业的集体协商状况进行了调查。调查的内容包括:集体协商制度的推行过程、协商的事项、集体合同的条款和企业职工对集体协商制度的评价等。笔者发现,在这些国有企业中,职工对集体协商制度的评价不高。而这些评价所反映出的问题,有其复杂的原因。鉴于本文的篇幅限制,笔者将就集体协商制度的推行过程、在国有企业中推行集体协商制度的必要性和可行性作一简单的分析,希望通过对一些现象的分析、发现、完善集体协商制度的政策调整基点。
In June and July 1998, the author investigated the collective bargaining situation of some state-owned enterprises. The investigation includes the implementation process of the collective bargaining system, the matters to be negotiated, the terms of the collective bargaining and the evaluation of the collective bargaining system by the staff and workers of the enterprise. I found that in these state-owned enterprises, the evaluation of collective bargaining system is not high. The problems reflected in these evaluations have their complicated causes. In view of the limitation of this article, I will make a simple analysis on the implementation process of collective bargaining system and the necessity and feasibility of implementing collective bargaining system in state-owned enterprises. I hope that through the analysis of some phenomena, I find out and improve the system of collective bargaining The policy adjustment basis point.
