关于工厂的立卷环节問題,現根据我对一些中央国营工厂的初步了解,提出个人意见,和同志們探討。首先,工厂有大小的区分,大的厂子有上万工人,一年形成的公文有二万多件,加上内部文件(計划、报表)一年可以立一千至二千个案卷;而小的工厂只有几百个工人,一年形成的公文只有三、四千件,加上内部文件一年只立二、三百个案卷。根据上述情况来看,工厂基本上可以分以下三种作法:一、分别由各科室、車間进行立卷;二、由厂長办公室(或秘書科)集中立卷;三、部分科室、車間自行立卷;部分科室、車間由厂長办公室(或秘书
