日前,奥巴马政府透露了总额为6800亿美元的2010年国防军费预算案,尽管已经大幅削减一些军备项目,但预算总额仍高于2009年。如果加上反恐战争的开支,美军2010年军费支出将接近全球军费的一半。面对这笔巨额数字,美国政府又是如何防止这动辄数千亿美元的军费在使用中“跑冒滴漏”的呢?其实,在过去200多年的历史中,美国人逐渐发明完善了一套制度体系,来防范军队的贪渎以及各种没有名堂的滥用国帑现象发生。
