文章依据多元福利理论,通过分析南京市建邺区HY民工子弟小学的案例,揭示了政府、市场、社区和社会组织在提供教育福利中的不同推拉作用和存在问题,展示了我国福利社会化过程中的实践困境,指出最大的问题在于尚未形成社会福利社会化的协作互制机制,认为解决目前这种困境需要“一个定位”、“一个转变”和“多方协作”。
Based on the theory of multiple benefits, the article analyzes the cases of HY Laborer Primary School in Jianye District of Nanjing City and reveals the different push-pull effects and existing problems of the government, market, community and social organizations in providing education and welfare, and expounds the social welfare of our country The author points out that the biggest problem lies in the fact that the mechanism of socialization and socialization of social welfare has not yet been established and the solution to the current dilemma needs “one orientation”, “one transformation” and “multi-cooperation”.
