至清代,中国古代的邮驿体系发展到了巅峰。提塘作为清代邮驿体系的一种,承担着递公文、送敕印、发邸报等功能。考察提塘的来源、基本职责,梳理提塘上传下达公文的基本流程,分析其成为官僚政治体系中传达政令、反馈信息、维系统治的得力工具,揭示封建专治统治以提塘为媒介、以公文为载体,通过二者畅通了政治传播的渠道,又牢牢控制了整个社会的舆论场域。然提塘固有的弊端,加之新设的、更有效率的邮政机构的冲击,终使其在清末民初走向了历史的终结。
To the Qing Dynasty, China’s ancient post system developed to the pinnacle. As a postal system of Qing Dynasty, Tiantang undertakes to deliver official documents, send emblems, and send newspapers and other functions. To investigate the origin and basic responsibilities of Titang, and to review the basic process of making official documents in Titang’s upload and dissemination, and to analyze it as an effective tool to convey government decrees, feedback information and maintain the rule of the government in the bureaucratic political system. Official documents as a carrier, through both the channels of political communication, and firmly control the public opinion field of the community. However, the inherent shortcomings of Tiantang, combined with the impact of the newly established and more efficient postal service, eventually led to the end of history at the end of the Qing Dynasty and the beginning of the Republic of China.
