面对党的十六大提出的“经济特区要在制度创新和扩大开放方面继续走在前列”的要求和党的十六届三中全会明确提出的科学发展观,经济特区如何以改革创新推动科学发展观的落实和发展模式的转变,使特区之“特”与时俱进已成为必须研究的紧迫课题。民主法治建设既是政治体制改革的主要内容,也是深圳“以特别之为,立特区之位”的路径选择。特区必须在民主法治的制度设计等方面率先进行改革的创新实践,为实现科学发展观提供示范效应。
