新常态下提质增效是装备制造业发展的新模式。通过突破传统投入指标,引入能源指标,更全面、客观地反映装备制造业全行业和子行业技术效率与投入冗余的实际水平。以辽宁省为例进行实证分析,结果表明:通过引入能源指标的DEA技术效率测算值反映出普遍存在子行业的纯技术效率高于规模效率现象,但辽宁省装备制造业全行业技术效率仍是非DEA有效;纯技术效率值为1的子行业,投入冗余差值比均为0;金属制造业是七个子行业中技术效率和投入冗余表现最差的行业,而通信制造业表现最好。该研究进一步客观地展现各子行业资源利用及投入冗余的差异。
Quality Improvement and Efficiency Improvement under the New Normal Is a New Model for the Development of Equipment Manufacturing Industry. By breaking through the traditional input indicators, the introduction of energy indicators, a more comprehensive and objective reflection of equipment manufacturing industry and sub-sectors of technical efficiency and investment in the actual level of redundancy. Taking Liaoning Province as an example, the empirical analysis shows that the technical efficiency of DEA in the equipment manufacturing industry in Liaoning Province is still non-existent due to the fact that the estimated technical efficiency of DEA through introducing energy indicators reflects the fact that the purely technical efficiency of ubiquitous sub-industries is higher than the scale efficiency DEA is valid; sub-sectors with purely technical efficiency of 1 have a redundancy ratio of 0 in investment; metal manufacturing is the worst performing sector in terms of technical efficiency and input redundancy in seven sub-sectors, while the communications manufacturing industry performed the best . The study further objectively shows the differences in resource utilization and input redundancy in each sub-sector.
