Beijing government began to take measures to convince more domestic and foreign business service companies to be headquartered in Beijing.
The business service trade is considered as the new engine for economic recovery. In the Beijing International Business Service Exchange Meeting held on November 25, the directors of Beijing Municipal Commission of Commerce said that the Beijing municipal government has decided to increase the development pace of international business service in Beijing through introducing more talented people and encouraging the business service companies to establish their headquarters or regional headquarters in Beijing.
Business Services Establish Industrial Structure
The business services are an important part of the service industry. They are usually called the “outside brains” of the companies. They can not only promote the development of the manufacturing enterprises but also boost the reconstruction and upgrading of the service industry. Presently Beijing’s industrial structure is featured with the transportation, catering and shopping as the pillars. Meanwhile, the industries of IT, consultancy and advertising also play important roles, which provide supports for the improvement of Beijing’s business services.
With the completion of the No.3 Terminal of Capital International Airport, Beijing South Railway Station and Beijing-Tianjin Intercity Express, Beijing got closer to the “accumulation area of business services”. The expansion of central business district towards the eastern part of Beijing brought more commercial buildings and companies into this city. Simultaneously, the residential areas in or around the central business district created bigger development space for the traditional catering and shopping industries. Moreover, the more frequent business activities will promote the upgrading of the existing business districts.
Take the field between Chaoyang North Road and Qingnian Road for example. This field became attractive for it will be a part of the central business district in its expansion towards the east. The new Xidan Department Store and so on are going to be opened to public. New modern cinemas and high-end western food restaurants will swarm into this district to attract the businessmen working there.
According to Forbes magazine, this year Beijing was titled as the world’s No.15 city for shopping, No.8 city for eating and the city in which the third largest number of World Top 500 companies are headquartered.
The relevant data showed that Beijing had caught up with the developed countries in the proportion of its added value of service industry in the GDP early in 2006. It was one of the first Chinese cities which established the industrial structure with the service industry as the pillar. In 2008, the added value of service industry in Beijing was 768.2 billion yuan (USD 112.5 billion), 73.2% of its GDP.
Favorable Policies for Services
The service companies, especially the business service companies, will receive the support from the government for their roles in economic development. Lu Yan, director of Beijing Municipal Commission of Commerce, said that the government will facilitate the development of service industry with “four big projects”.
Above all, the government will take more measures to make the enterprises conducting production and logistics in Beijing increase their business service purchase, enhance the legal service and provide bigger spaces for meetings. Meanwhile, the expansion of central business district will increase the number of commercial buildings, creating new development space for the business services.
It is notable that the government will provide conveniences for business service companies in policies. Lu Yan said that the government will publish relevant policies to encourage the multinationals to set up their regional headquarters in Beijing and to make famous domestic and foreign business service companies set up their branches in Beijing.
Meanwhile, the Beijing municipal government will facilitate the development of Beijing-based business service companies, enabling them to get access to the whole China and the world.

Chaoyang District is a place where business activities happen most frequently in Beijing. After the central business district’s expanding to the east, the area will increase to 7 square kilometers from previous 3.99 square kilometers. More enterprises will be established there.
