电子治理是一种不同于传统政府治理的新的治理模式,旨在增进公民、消费者、行政人员、私人部门和第三部门之间的互动。电子治理带来了行政与信息处理上的益处,提高了行政效率,增加了政府工作的透明度,改善了政府与公民、企业和非政府组织之间的互动,但电子治理尚未完全取代传统的政府治理。文章通过探讨电子治理的内涵及其存在的争议,进而分析电子治理与传统政府治理的竞合。
E-governance is a new governance paradigm that is different from traditional government governance and aims to promote interaction among citizens, consumers, executives, the private sector and the third sector. E-governance has brought administrative and informational benefits, improved administrative efficiency, increased the transparency of government work, and improved the government’s interaction with citizens, businesses and non-governmental organizations. However, electronic governance has not completely replaced the traditional government Governance. By discussing the connotation and existing controversies of electronic governance, the article analyzes the competition between electronic governance and traditional government governance.
