In early March 1989, the World Bank and the United Nations Development Program jointly issued a report titled “Adjustments and Growth in Africa in the 1980s” and concluded that economic restructuring and reform have brought about economic recovery and growth in sub-Saharan Africa. Between 1985 and 1987, there were 28 executive worlds
