一、建立兼顾基本科技投入和专项科技投入的“稳定增长机制”,构建财政科技投入保障体系,贯彻落实《科技进步法》1.调整财政科技投入首先应当明确相关原则。从市场经济基本特征的要求、公共财政本质要求和我国的财力状况三个角度看,财政科技投入及其制度创新应遵循如下六条原则:(1)科技投入与国家科技发展战略相适应的原则。(2)科技投入与国家经济发展水平和财力增长相协调的原则。(5)清晰界定政府和市场活动边界的原则。(4)充分调动中央和地方两个积极性的原则。(5)科技投入增长与套共管理密切协调的原则。(6)财政、税收、金融等各种支持方式协调配合的原则。2.配合预算制度和科技管理体制改革,在政府投入方面建立适度超前、穗定持续的增长机制,在其中充分考虑重大需求增长、井辅以特别增

The first step in adjusting investment in science and technology for science and technology should be to clarify the relevant principles.
