我国高速公路建设起步较晚,但随着国家对公路建设的大规模资金投入,高速建设后来居上,发展速度很快。到2002年底,我国公路通车里程达176.5万公路,高速公路达到2.5万公路,居世界第2位。但由于高速公路建设投资主体多元化,带来了管理上的一些问题,有的地方是高速公路公司管理,有的地方是高速公路管理局管理,建管分离、一路多制、诸侯割据、政企不分,人为地割裂了高速公路与一般公路的联系,造成了一些不必要的矛盾和管理资源的浪费,也阻碍了公路网络的规划。因此,理顺高速公路管理体制非常有必要。
