近几年,济南纺织系统为适应市场经济需要,按照“整体调整,增量带动,存量盘活,规模发展”的定位方针,进行了全行业整体性大调整。原有24户老企业中,9户企业被兼并,10户企业走向破产,经过近三年的调整,四大集团已初步形成,行业、产业结构趋于合理,济南纺织整体形势逐步走向好转。但是由于纺织行业是传统的劳动密集型行业,特别是被兼并、收购的困难企业长期停产、半停产,生产能力萎缩,下岗职工多的问题更为突出。据统计,9户被兼并企业中,下岗职工6740人,占职工总数的31%,10户破产企业中,失业职工8521人。如何做好如此众多的下岗职工的管理及分流安置工作,成为事关调整重组成败的关键。为此,在进行资产重组的同时,要大力实施再就业工程。
In recent years, Jinan Textile Systems has made adjustments to the overall industry-wide adjustment in order to meet the needs of the market economy and in accordance with the positioning policy of “overall adjustment, incremental drive, inventory revitalization, and scale development.” Of the original 24 old companies, 9 were merged and 10 were going bankrupt. After four years of adjustment, the four major groups have taken shape and the industry and industrial structure tend to be reasonable. The overall situation of Jinan Textile is gradually improving. However, due to the traditional labor-intensive industries in the textile industry, especially the difficulties of mergers and acquisitions, long-term production suspensions and semi-cessation of production, the production capacity has shrunk, and the number of laid-off workers has become more prominent. According to statistics, of the 9 enterprises that were merged, 6740 were laid-off workers, which accounted for 31% of the total number of employees. Of the 10 bankrupt companies, 8521 were unemployed. How to manage such a large number of laid-off workers and divert the flow of resettlement has become a key issue that affects the restructuring and reorganization. To this end, while reorganizing assets, we must vigorously implement the reemployment project.
