主要方针是:提高苏南,带动苏北,发展沿江,进入特区,走出国门;加快苏锡常的改革开放步伐,全面实现“三沿”推进战略,加快与浦东新区接轨,办好沿海“窗口”,鼓励更多企业到国外办实业、搞承包、输出设备、人才、技术、劳务,发挥大中型企业的主力军和乡镇企业生力军的作用。主要目标:“八五”期间新合资企业100家,合同利用外资额新增一亿美元,出口创汇2.5亿美元,在境外再办实业公司2～3家,使江苏冶金行业“三外”工作再上新台阶。(光晨黎明)
