结合达川地区实际情况，探讨了由Ｃ４本地网组建Ｃ３本地网的必要性及应具备的基本条件，以及由ＰＤＨ网过渡到ＳＤＨ网的网络物理拓扑结构与汇接方式选择，Ｃ３本地网信令网的规划、实施及信令点的设置等问题。
