对外贸易经济合作部首席谈判代表龙永图12月19日在香港透露,中国已经作出承诺,在加入世界贸易组织后,将按照国际规则对现行的对外贸易法律法规进行修改,建立起一个透明、公正的法律体系及咨询机制,以保障海内外投资活动的正常进行。龙永图来港出席“2000中国投资政策研讨会”,向与会者介绍了中国加入世界贸易组织谈判的有关情况。他说,中国已向世贸成员国作出遵守规则、开放市场的承诺。其中,遵守国际规则的承诺,将对中国的对外经济贸易产生深远的影响,是中国逐步向国际法律体制靠拢的一个重大步骤,也是中国改善投资环境的一个非常重要的步骤。他说,中国承诺在加入世贸组织后,所有对外贸易活动只执行已公布的法律法规及其它措施,任何未经正式公布的内部文件或规定都不能执行,这将是中国在管理经济方式上的一个重大改变。为了保证法律法规的透明度,将在指定的官方刊物上专门公布所有对外经济贸易方面的法律法规,任何世贸组织成员、企业及个人都能从该刊物上获得中国法律法规的最新进
Long Yongtu, chief negotiator of the Ministry of Foreign Trade and Economic Cooperation, revealed on December 19 in Hong Kong that China has promised to amend existing laws and regulations on foreign trade in accordance with international rules after it joins the World Trade Organization and establish a transparent, Fair legal system and consultation mechanism to ensure the normal conduct of investment activities both at home and abroad.
